The anchor links for the method cards don't really make sense.
Examples:
On a single method card, the anchors include the slug of the method (e.g. #what-design-studio, from template #what-{{ method slug }}). But we're already on the method card page, so the anchor links add specificity that's borderline unhelpful.
We get https://guides.18f.gov/methods/discover/design-studio/#what-design-studio when https://guides.18f.gov/methods/discover/design-studio/#what makes more sense semantically.
Of course, that method-level specificity is because we also have a "see all method cards in a category" view.
But at that point, linking to the specific sections — What, How, etc. — doesn't appear to add any navigational value. In what case would someone link specifically to the How section of the method, and what value would that add? On desktop, the sections are side-by-side, so it doesn't really bring you to an unambigious section, it brings you to the whole method. On mobile, all sections are within about a screen or two of the header.
Ironically, we don't have a method-level anchor link for the "all cards in category" view. While the anchor reference https://guides.18f.gov/methods/discover/#design-studio exists, it's not visible as a link.
Proposal
Remove the section-level anchors (How, What)
In the "all cards in category" view, add a clickable anchor link for each method card title
In the individual card view, dont' render the anchor link
