[Request]: Consider adding more detail to the De-risking Guide's section on vendor management about completing delivery

A description of the work

This was an idea from TTS director Ann Lewis, after she read the guide during the approval process. Below is paraphrased from an email to the FFS team:

Consider:

• adding more examples of projects that have succeeded or failed and discuss why.
• emphasize the need to ensure that user-centered outcomes are defined at the start of the implementation work and meticulously carried through the whole process to delivery of the work (this can help with turnover and subcontracting)

Context: When the FFS Team revised the De-risking Guide, it kept a list of backlog items for possibly addressing in future iterations. As the project lead during close-out, I transferred that list to the Guides repo.

• if new content is needed, writing/editing content
• notifying TTS Outreach of changes to see if new content requires going through GSA concurrence
• going through GSA concurrence, if needed
