Expand documentation about our NFS server usage #1889

We currently have some NFS docs at https://github.com/2i2c-org/infrastructure/blob/master/docs/topic/infrastructure/storage-layer.md. However, the following sections need to be added:

Why NFS?
NFS Server implementations
1. Google Filestore
2. AWS EFS
3. Azure File (SMB, but close enough)
4. Manual NFS setup
NFS Client options
1. Our PVC and PV objects under basehub/templates/
2. Permission management
