What is the Problem Being Solved?

Governance that allows holders of tokens to vote will rely on a Registrar that accepts Attestations (#3282).

Description of the Design

The registrar framework is in place. The OwnerRegistrar will accept Attestation payments as evidence that the offerer has the right to vote through the expiration date.

Security Considerations

Ensure that the Registrar's processes and rules are legible
