For example, if INVALID_MPAC_RECORD_THRESHOLD=10, then keep going as long as less than 10% of MPAC records had to be ignored due to something like missing business contact field.

Also worth considering is how this will affect data shift logic, since it means some records will seem to go missing and then reappear later.
