AVM: Spike: do we need coinbase opcode?

Overview

Although originally included in the environment_getters pr, coinbase has been deferred into its own ticket as it requires a bit more work.

1. coinbase(node): Add coinbase to the global variables structure
2. coinbase(nr): Add coinbase to be checked and passed along the protocol circuits
3. coinbase(sol): include coinbase within the global variable checks performed within the state transition smart contract
4. coinbase(node): Add a way for a sequencer to set a coinbase recipient within its node configuration
5. coinbase(avm): Add coinbase getter instruction

As seen here it will take a bit more work to add coinbase, and as we do not have fee payments directly implemented, it is not required before the q1 offsite.
