The api-version query parameter isn't being generated for the /files operations.

It's not in the swagger, so that'd be the first spot we need to check. From what @glecaros saw other emitters are handling this properly, so it would seem the TypeSpec is correct.

I have a request policy adding it in (tempAPIVersionPolicy) - we can remove it once we've fixed this.
