After a bunch of chatting with @johanste and @olydis, I've come to the conclusion that I must modify the generator I wrote to allow for multiple-swagger document packages.
Depending on what I find when I go to do this work, I may end up needing to modify the Autorest config files to enumerate which tags are applicable to the Azure-SDK-for-Go. Python handles this in a very similar way, and can be seen here: Azure OpenAPI Specs, compute Python config @8d9497
