[DataTables] enable min-max testing

The following libraries still have min-max testing disabled because of

     MatrixFilters:
        - DependencyVersion=^$ 

• sdk\tables\data-tables\tests.yml

we need to ensure

1. their tests are separated into internal and public folders
2. enable min-max testing by removing the filter
