APIstubgen step is failing during analyse step #12593

APIstubgen step is failing for core, storage and eventhub. This issue is happening when apistubgen is running inside tox. Two changes required here:

Disable apistubgen step temporarily until issue is identified
Fix issue in importing extensions module in these failing services.
