From some version of Firefox drag&drop search engines not work in Engine Manager window. Last known to me working version is FF ESR 45.7.0.
I cant fix it.
Instead of drag&drop may use up/down green arrows in upper right corner of Engine Manager and "Move" button in toolbar.
