Create theme for the app

This function creates (or modifies existing) css theme for the shiny application. The function should be called with parameters - the element to be modified and the value eq. set theme-color-main to #715d91.

We want it to be "{golem} style" - in the beginning of creating the app, choose some values and then the theme is created and used.
