OpenSearch core is currently being instrumented with OpenTelemetry traces. Can trace calls be added to the SQL plugin?

This will help tremendously in managing OpenSearch as part of cloud applications.

See these PRs in core:

• Add request tracing framework opensearch-project/OpenSearch#7648
• Adds mock implementation for TelemetryPlugin opensearch-project/OpenSearch#8357
• Telemetry exporter config opensearch-project/OpenSearch#8624

These changes have not been backported to 2.x but are labeled as such.
