Feature request: Run Green offline

Using Green offline on Desktop would be great to create a wallet and a watch only wallet.

In Linux the app even runs offline and allows to creates a seed. But after that, it will wait for a online connection and since that will not happen offline the app doesn't go further than that.

Since there aren't many liquid wallets out there. It will be nice to also allow green to create a watch only wallet.
Because for now, the only way I know to send funds to liquid network using cold storage is using an hardware wallet or running elements in a offline machine.
