Add Notes command and notes to admin menu

Add a notes command /note [id] [Message]
So if you can add a note to the player's account and any admin can check

Also if possible to check player notes when they are offline by using a command like /notes [id]

Add /delnote [id] [Notes ID]

this would require a more complicated storage system than easyadmin currently has, i'll mark it as a suggestion, but chances that it will be implemented are slim to none, see #262
