Chiaki: update to mainline, a new fork, or remove from pi-apps

Chiaki has been in need of updates in pi-apps for months. It does not build on Ubuntu 24.04 and the two pi-apps maintainers do not have the hardware (compatible playstation consoles) to test any version of the application. It is not even clear to us if the current version from pi-apps works on bullseye/bookworm on our supported systems https://pi-apps.io/install/#supported-systems:

Requesting assistance from @Markieautarkie (the original requester of the application #645) or any other users of said software on moving forward with either:
A: switching Chiaki to the mainline version (maybe it works well at this point on Bullseye/Bookworm on Pi4/5)
B: switching to a new branch or new fork that does not have the build issues
C: removal of Chiaki from pi-apps

At this time we (at pi-apps) are not interested in maintaining a fork of any software. So if A/B cannot be done then C will be done.
