Acceptance criteria:

  • The "Resources" button should be visible in the topic list bar
  • Clicking the "Resources" button should direct the user to the resources page.
  • The resources page should display content that includes a list of links to external resources with a tittle and a description of what the page is
  • The new route /api/resources-button should return a JSON response with a message
