I'd love to contribute to this... any interest in scheduling a synchronous meetup of folks who are interested in moving this forward? If so we should probably make an agenda (perhaps in a new issue?)

I may link the work in progress document soon so that it doesn't appear as if things have just stalled out entirely, even though I'm not actually ready to handle review feedback.

There's a lot of ensuring things are clear here, and given the complexity of this, needing to thoroughly discuss all of the behaviors we considered and why we didn't choose them, the existing terminology accepted into specification has been insufficient, and I've found myself needing to define many additional terms.
