When a user selects "I'm interested in installment plans" from the supporting membership signup, they should retain the option to buy the attending membership at the price that it currently has.

This would be an additional option; they should be presented with both options when it comes to upgrading (so they can choose to pay the current, or the past rate)

This feature should be something we can turn on in configuration, since enabling it will be a convention policy question.
