Describe the bug

To Reproduce

Steps to reproduce the behavior:

  1. Go to 'install viber'
  2. Click on 'no dont use specific user credentials'
  3. winget fails
  4. chocolatey starts mucking about

Expected behavior: cancel the install

choco should not just forcefully get shoved into your system

This seems to be caused by Viber having been changed in Winget repositories, from Viber.Viber to Rakuten.Viber. When Winget fails to install a program, like in this instance, Chocolatey is used as the fallback, currently. Chocolatey has an old version, while currently Winget has the latest version. I will talk to the other Contributers and see how they want to handle this.
