The automated tests related to the GeoLite / GeoIP database were disabled as part of #174.

The root cause of this issue is that the GeoIP databases from MaxMind are no longer freely available, and the CC code to download them no longer works correctly.

In order to fix this we need to merge woocommerce/woocommerce#25378 which prompts site owners for a MaxMind license key (along with any other related changes), or decide on some other approach.
