Majority state chooser should stop at a gap #1497

If there is a gap in the majority, the state above the gap should not be selected.

To consider either:

modifying the majority state chooser itself
or
trim the heights above the gap after in the place where the majority is used (RedownloadService).

IMO preferable option is 2
