Validation rules: add label language and status condition

Some validation rules should apply only to entities in some languages, and some statuses.
E.g.:

• Reference to the Latin LiLa is only required for Latin actions.
• A Reference to LiLa is required only in "approved" Actions, in those "unfinished", it need not shine, because we know that they are unfinished.
  Both language and status should be a multichoice. Default = applies to any language and any status.
