CI builds with libsndfile enabled #67

libsndfile can be used by carla and ildaeil audio file support.
Currently only mp3 is supported, which is quite "meh".

building libsndfile would involve building libogg, libvorbis, flac and opus beforehand.
maybe reuse PawPaw here..?
