Add in non-console logging support to harambot in the background.

Is your feature request related to a problem? Please describe.
I would like to run harambot in the background. In order to monitor, the logs need to be accessible outside of the context of the process.

Leverage Syslog to capture logs.

Describe alternatives you've considered
I'm currently running inside a detached tmux session to mimic this.
