Allow setting tags and description for datadog_logs_custom_pipeline

Feature Request

I believe it is possible to assign tags and a description to custom log pipelines in the DataDog UI.
However, in the docs I don't see a way to set these with Terraform.
Setting tags like it is done for other resources e.g. monitors does not work.
