Currently, if we want to change our eslint rules, we need to update and publish eslint-config, pull the update to webpack-config, and publish this as well. This process could be streamlined by keeping them in one monorepo and keeping version numbers in sync.

ESLint config is on 3.4.0, so we'll bump everything to 4.0.0
