In preparation for removing all R dependencies from the RainFARM diagnostic, I prepared a first working version of a julia example diagnostic in branch julia_example
(see also issue #1180)

Provenance is still missing but I will add it.

I added provenance writing. Since unfortunately julia does not seem to have a library to write YAML files (YAML.jl only reads them) I added a simple and limited function (but enough) to do it in diag_scripts/shared/external.jl
