New Launcher UI

launched via the "A1111's WebUI (Pin to Taskbar)" shortcut from the install folder

• The launcher allows you to set some common launch options for the UI: medvram, xformers, ckpt-dir, vae-path
• It also allows you to auto update the webui & the extensions at launch
• Warning! the launcher bypasses "webui-user.bat"
• Settings are saved in /launcher/settings.json

Reworked the UI of the installer, so it's a one page thing now :
• Checkbox to download the model (SD1.4 for now until I find a way to direct DL my 1.5+New VAE Model)
• It's not placing --xformers or --medvram in the webui-user.bat file anymore, this will be done in the launcher that's planned in a future release
• Scripts do not show pop ups unless there's an error now
• New script to install git & python in the background via Winget
