[Feature Request]: Remove excessive punctuation from video titles

Guidelines

Problem Description

A feature as was added to remove excessive capitalization here #2987

It would be nice if this would also work with excessive punctuation, namely ! and ?

Proposed New Video Title:

Any consecutive strings of ! and ? will be shortened to one character

1. All exclimation points will be shortened to one exclimation point
2. All question marks will be shortened to one question mark ex. 999 Elo Chess Bot?????? -> 999 Elo Chess Bot?
3. A mixture will become a single question mark ex. 999 Elo Chess Bot ??!!???!!!? -> 999 Elo Chess Bot?

Alternatives Considered

You could add an additional setting for excessive punctuation, but I think it makes sense to have these as part of the same settings.
I dont see anyone wanting excessive punctuation but reducing capitalization of vice versa.
