We're using the OS libapache2-mod-wsgi which is built against the system python (2.7.6) but in development we're using 2.7.10.

This is subtle, because we are building 2.7.10 on production for the virtualenv, but since we're using the system WSGI, it will be built against python 2.7.6 and will use that for core packages.
