unexpected search results for query with leading stop word

This applies to catalog-next.data.gov after the updates to the Solr schema to add stop word filtering.

How to reproduce

Run a dataset search for the strings "department of education" and "the department of education" ...

Compare the results.

Expected behavior

I think (ideally) that the stop word "the" should be ignored, and both queries should return the same set of datasets.

Actual behavior

For the query "department of education" ...
catalog-next.data.gov returns 1.260 datasets.

For the query "the department of education" ...
catalog-next.data.gov returns ... 0 datasets.

Oops.
