Required metadata page

  • Add unique ID field help text: "Every dataset must have a ID number that is unique within the agency."

Additional metadata page:

  • System of Records Notice URL tool tip has a typo: missing "d" in last "system of records"
  • Alphabetize media type options in dropdown
  • Order data publishing frequency options from most to least frequent

When reviewing, I realized the copy for Unique ID is not correct, we shouldn't be encouraging data mangers to use URLs and digital object identifiers when possible. Taking this opportunity to clean up some other copy.
