Make use of utility functions throughout hazenlib tasks

Currently while utility functions are available, such as obtaining particular DICOM header fields or identifying shapes in the image, most task scripts do not make use of it. All scripts should be reviewed and updated to reduce duplicate functions and streamline testing and maintenance.

Additional context
Having common utility functions makes development, testing and maintenance easier.
