Feature: Support for Glue 2.0

With the launch of Glue 2.0, we'll need to update this to ensure that it works with both systems.

• Watch https://aws-glue-etl-artifacts.s3.amazonaws.com/ and be prepared when the new JARs are available
• Add the new dependency to build.sbt (commented out)
• Add a new section to the github action file that uncomments the new depedenency, and comments out the old one using sed then run the compilation verification again
• Update documentation to explain how to toggle between glue versions.
• Verify and update cloudformation template for 2.0 jobs in readme
