Feature Description

Currently we have a private property that supports configuring the AlloyDB Admin service endpoint. We should add this property to the supported properties in the connection string.

Add a new connection property: "alloydbAdminServiceEndpoint".

Related to GoogleCloudPlatform/cloud-sql-jdbc-socket-factory#1587.
