Investigate flaky tests from nodejs-dataproc

• The samples from https://github.com/googleapis/nodejs-dataproc/ were migrated to this repo at https://github.com/GoogleCloudPlatform/nodejs-docs-samples/tree/main/dataproc.
• Part of the migration also involves migrating Github Issues related to samples.
• Hence, I have created this GitHub issue to track those issues.
• This GitHub Issue tracks the following:
  • execute the quickstart: should execute the quickstart failed googleapis/nodejs-dataproc#608
  • submit a Spark job to a Dataproc cluster: "after all" hook for "should submit a job to a dataproc cluster" failed googleapis/nodejs-dataproc#606
  • submit a Spark job to a Dataproc cluster: "before all" hook for "should submit a job to a dataproc cluster" failed googleapis/nodejs-dataproc#605
  • create a dataproc cluster: should create a dataproc cluster failed googleapis/nodejs-dataproc#603
  • instantiate an inline workflow template: should instantiate an inline workflow template failed googleapis/nodejs-dataproc#601
• All of the above GitHub Issues were reported by Flaky Bot.

It looks like the dataproc tests haven't failed since the migration.

@balajismaniam are you OK with closing this out, and we'll investigate if they fail again in the new repo? Or reassign this to someone on your team to investigate further?
