[x] Connection to Twitch
[] Don't try to send WHOIS on twitch
[] Read channel list and joins/parts properly
[] Moderation commands customizable by network class (/kick, /mode +b vs .timeout, .ban)
[] Write rate limiting (cannot exceed 20 messages in 30 seconds)
