Describe the bug
When download a new version of atmosphere, the new fusee.bin file does not download

To Reproduce
Update a Atmosphere from aio-switch-updater.

System Firmware Version and CFW Version

System Firmware: 16.0.0
CFW Version All

SD card format
FAT32
