Add a Badge control to display a pending thing.

Desirable properties:

BadgeText (add this property to the MaterialSegmentedItem)
BadgeType (Small or Large) (add this property to the MaterialSegmented)
BadgeTextColor (add this property to the MaterialSegmented)
BadgeFontSize (add this property to the MaterialSegmented)
BadgeFontFamily (add this property to the MaterialSegmented)
BadgeBackgroundColor (add this property to the MaterialSegmented)
