No TOC shown for book since hugo v0.123.0

Description

When using a hugo version >= v0.123.0, a book site does not show a TOC anymore on the left side

Steps to Reproduce

1. Create a new page with the research group template
2. Create a site with type book
3. Use a hugo version >= v0.123.0 to build

Expected Result

There should be a TOC like with version 122 and before

Actual Result

No toc there
