[BUG] There are no notifications for version 0.13.1+ibm.62.dss #158

Describe the bug
Version 0.13.1+ibm.62.dss was released some time ago but detect-secrets 0.13.1+ibm.61.dss does not alert of the new release. Also, when running 0.13.1+ibm.60.dss we get an warning that 0.13.1+ibm.61.dss is available, but not about 0.13.1+ibm.62.dss.

To Reproduce
Steps to reproduce the behavior:

  1. Install version 0.13.1+ibm.60.dss
  2. Run detect secrets
  3. See the update warning for 0.13.1+ibm.61.dss
WARNING: You are running an outdated version of detect-secrets.
 Your version: 0.13.1+ibm.60.dss
 Latest version: 0.13.1+ibm.61.dss
 See upgrade guide at https://ibm.biz/detect-secrets-how-to-upgrade

Expected behavior
I was expecting to see Latest version: 0.13.1+ibm.62.dss

At a glance in detect-secrets code, I saw that the latest version is fetched from a COS link. Following this link has shown me 0.13.1+ibm.61.dss, so I guess the issue is just that this COS file did not get updated.
