la frase " Existen dos usuarios con exactamente los mismos seguidores" se refiere a que los 2 usuarios simplemente tienen el mismo numero de seguidores o que ademas cada persona que sigue a un usuario tambien sigue al otro?

Lo segundo, cada seguidor del primer usuario es también seguidor del otro usuario.
