Implement authorization requirements price changes in the inventory

We have received the following request from the medical director of HEV.

When a change is made in the window "Inventaire > Modifier L'Inventaire", can the "Note" section be required prior to accepting the change? This would be note why the change was made. Another column of the "Inventaires Liste" would be the name of the administrator that authorized this change.

It sounds like the goal is to protect certain fields (specifically, the price change field). Can we come up with a better design for protecting these fields? Maybe something generalizable?

If not, the above design would probably work fine, in my view, and could be implemented.
