Add functionality to share App to Allocation

After we've created a new application if would be great if the UI would allow us to share that either to all of tacc or just to an allocation.

🔈 Motivation

After our discussion with Sal, we'll need to share the created application with Him to get it as a cookbook application. But also it would be nice to share between collaborators on an Allocation. Having those options will make life easier for development overall.

Either a drop down and button or a maybe providing a right click?

Also, while we are at it. a delete function would help with dev and not having too many apps.
