User Story

As someone who wants to create a governance action

I need an easy way to access the metadata builder

So that I can start by creating my governance action metadata

Acceptance Criteria

Given that I am on the dashboard

When I select the option to propose a governance action

Then I will be taken to the start of this process

Definition of Done

A user can begin the process of creating and submitting a governance action from the dashboard.
