Embedded package with non-standard name is not resolved

A package that lives in the Packages folder is saved to packages-lock.json as "embedded", with a file: path as the version. The Packages folder of the Unity Explorer assumes the name of the saved package is the same as the folder. It should be using the file: path from the version field. E.g. a package of com.unity.collections that lives in Packages/[email protected] will not resolve, because the Unity Explorer is looking for a folder called com.unity.collections. The packages-lock.json file lists the version as file:[email protected]
