error during bootstrap: File not defined

I'm having trouble narrowing this one down, but it is appearing on three separate machines (@nilsbecker's mac, the codespeed box (but only when run as the www-data user, interestingly enough) and launchpad's build servers).

I'm tempted to say it's something environment or permissions-related due to the fact that I can only reproduce it when julia is being built as the www-data user on the codespeed box and that it strikes when being build on the launchpad buildd servers (which are notorious for having restricted permissions..... they don't even pass all the julia tests because you don't get a real TTY when building projects) but I can't figure out a good way to debug this.
