We now have MeasureBase split away, and we're just about ready for the next MeasureTheory release. We still need to ramp up on tests and docs, but since these are ongoing let's focus on "better than 0.10" to start.

Running the Soss tests, the big issue I'm seeing is around as, which is missing for Affine and Normal. So I need to add those methods and tests.

@mschauer , could you check tests for Mitosis on MeasureTheory#master? Hopefully we can move this ahead soon.

We were closer than I had thought, so 0.11 is out now. @mschauer if there are any problems with Mitosis let's address those next and update a minor or major release as needed.
