ERROR: LoadError: None of the selected providers can install dependency libblas #392

I get the above error with Julia 0.7, 1.0.2 and nightly on Travis CI/Linux. My build.jl says

libblas = library_dependency("libblas")
liblapack = library_dependency("liblapack")

provides(AptGet, "libblas-dev", libblas, os=:Linux)
provides(AptGet, "liblapack-dev", liblapack, os=:Linux)

I would use BinDeps.debug() but then I run into https://discourse.julialang.org/t/bindeps-include-not-defined/17717.

Any ideas what could be wrong?
